How do I  change my settings to resolve this problem?

Allow your browser to accept all cookies from the dol.gov website.

For example with IE 6:

1. Click the Tools button
2. Select Internet Options
3. Select Privacy tab
4. Click the Sites button
5. Address of Web site: Enter dol.gov
6. Select Allow 
7. Select OK

You might be able to get a cookie from the site without changing your settings.

1. Click on this link  http://www.dol.gov/esa/regs/compliance/olms/rrlo/lmrda.htm
2. Select the 1st link   Union (Form LM-2, LM-3, or LM-4) Search.
3. Manually enter the first 6 digit File Number

Depending on your browser's security setting this could get you a one session cookie.
